Overview of Arizona Division of Developmental Disabilities (DDD)
The Arizona Division of Developmental Disabilities (DDD) is a program of the Arizona Department of Economic Security that supports children and adults living with intellectual or developmental disabilities. Its purpose is straightforward but powerful: to help eligible individuals live self-directed lives with as much independence and dignity as possible.
DDD assesses a person’s needs and then connects each family with the support and services that fit those needs. Individuals who have been diagnosed with the following are potentially eligible:
- Autism
- Cerebral palsy
- Epilepsy
- Cognitive or Intellectual Disability
- Down Syndrome
Children who are under the age of six and are at risk of having a developmental disability may also qualify.
Resources and Services Provided by DDD
For many families, DDD is the gateway to a wide range of much-needed support.
Once a loved one qualifies, the division can authorize services such as attendant care, habilitation, and respite, as well as broader options like employment services, adult day programs, and developmental homes. For families navigating change, transitional resources help smooth the path from one life stage or living situation to the next.
Services Endeavor Provides Through DDD
Endeavor works alongside DDD as a Qualified Vendor, which means we’re approved to deliver these authorized services directly to your family. We also serve as advocates for the rights of individuals with special needs, helping families understand their options and speak up for what their loved one truly needs.
Our core offerings include attendant care, habilitation, and respite care:
- Attendant care helps with routine activities of daily living and with maintaining a safe and healthy home environment. This may also include general supervision as needed.
- Habilitation is a skills-building service that helps members become more self-sufficient. Support may focus on areas such as self-care, communication, social interaction, routines, and community participation, using verbal guidance, modeling, or hand-over-hand (HoH) assistance.
- Respite Care provides families with relief and peace of mind while their loved one stays in trusted and caring hands.
Across each service, our purpose is the same: to empower and enrich the lives of those with intellectual and developmental disabilities. We see the potential in every person we serve, and we provide the dedicated support needed to help that potential become a meaningful and self-directed life.

Endeavor supports members through every stage of life, from early childhood all the way into adulthood.
In a member’s early years, our focus is often on building foundational skills, establishing routines, and providing families with the structure and relief they need through services such as habilitation and respite. As a child grows, those goals evolve, and our care evolves right alongside them.
One of the most important moments for many families is the transition from high school to adulthood, when school-based supports end, and new questions about independence, daily structure, and purpose come into focus. We help members and families prepare for this shift and stay connected to the right services along the way, whether that means continuing in-home support, exploring adult day programs, or working toward employment services and greater self-sufficiency.
For adults, our goal is to sustain independence and quality of life through consistent, familiar care. Because conditions such as autism, Down syndrome, cerebral palsy, and intellectual disability are lifelong, continuity of care is one of the things we value most. Keeping trusted caregivers in a member’s life over time builds the kind of relationship that enables real progress.
How to Access DDD Services
Getting connected to DDD services starts with eligibility. The formal process begins with an application submitted to your local DDD office, either online through the DDD site or in person. From there, the DDD reviews the request and schedules an intake interview to learn more about your loved one’s needs and history.
Documentation is an important part of the qualification process, and it is very helpful to gather records in advance. Often, this includes medical and diagnostic records, proof of Arizona residency, identification, and any evaluations that describe your loved one’s condition and support needs.

Provider Directories and Search Tools
Once your loved one is approved for services, the next step is to choose who will provide them, and you have the right to do so. Arizona makes this possible through the Home and Community Based directory, a search tool that lets families browse HCBS providers across the state.
Using the directory, you can filter by provider service type to find agencies that offer the specific support your loved one needs, whether that’s attendant care, habilitation, respite, employment services, or day treatment and training. Endeavor is a DDD-Qualified Vendor in this network, which means you can select us directly as your provider through the directory or by contacting our team.
If you’re already approved or in process and aren’t satisfied with your current support, you can switch agencies, and we’re happy to help make that transition as smooth as possible.
