What are services provided by the Division of Developmental Disabilities

What is DDD?

The Division of Developmental Disabilities (DDD), a division within the Arizona Department of Economic Security (DES), which reports to the Governor of Arizona.

The DDD provides and coordinates services for Arizonans who have intellectual or developmental disabilities. Their goal is to empower these individuals to lead “self-directed, healthy, and meaningful lives” while living as independently as possible in their own homes and communities.

DDD acts as the “gatekeeper” and “coordinator” for varying services. While Arizona Long Term Care System (ALTCS) provides the funding.

What are the services offered?

DDD offers services in 12 categories (see here for details) with services within each category. Endeavor DDD Services is an approved vendor for three specific services – Attendant Care, Habilitation, and Respite Care.

  • Attendant Care: Provides a trained direct care worker (DCW) to assist a member to create or maintain safe and healthy living conditions. The DCW also assists with maintaining personal cleanliness and activities of daily living. These workers receive training and are tested to ensure their ability to provide essential services.
  • Habilitation: Provides methods and training to increase a member’s ability to become more independent and improve upon life skills. A teaching service, it is often provided during habilitation activities (for example, learning to cook a meal or balance a checkbook). Habilitation may be provided in a member’s home or in their community.
  • Respite Care: Provides a trained person to supervise and care for a member for a short period of time to relieve caregivers.

What is a qualified vendor?

To be a Qualified Vendor for the Arizona Division of Developmental Disabilities (DDD) means that your organization has entered into a contract with the state to provide services.

It isn’t just a license or a registration; it is a rigorous “seal of approval” that confirms your agency meets the strict financial, operational, and clinical standards required to manage public funds and care for vulnerable populations.

The Vendor takes on the administrative burden for the families and providers. This includes:

  • Managing the hiring and training of Direct Support Professionals (DSPs).
  • Ensuring all Electronic Visit Verification (EVV) data is accurate and compliant.
  • Developing and monitoring the implementation of the Individual Support Plan (ISP) for each member.
  • Serving as the primary point of contact for the DDD Support Coordinator.

For a family, choosing a “Qualified Vendor” ensures that the agency has been vetted by the state for safety and quality. It guarantees that the providers entering their home have been background-checked, trained in CPR/First Aid, and are being overseen by a professional team dedicated to the member’s well-being.

What is AHCCCS and ALTCS and how does it interact with DDD?

AHCCCS (Arizona Health Care Cost Containment System) is Arizona’s Medicaid Agency.

ALTCS (Arizona Long Term Care System) is a program under AHCCCS that provides long-term care for individuals due to age-related, physical and/or intellectual disabilities

DDD (Department of Developmental Disabilities) falls under the Department of Economic Security and manages day to day operations of long-term care for those with intellectual and developmental disabilities.

APPROVED VENDORS, like Endeavor DDD Services, are organizations that provide the care directed by DDD.

What are the different types of services and which does Endeavor offer?

How are services and hours determined?

A support coordinator provided by DDD will coordinate a person-centered planning process to determine what services are able to be provided and what hours are given for each service.

Who can be a provider for my dependent? Myself? A family member?

The provider can be a friend, family member, a person provided by the agency and even a parent.

Any provider (family, friend or self) must be able to pass a background check that includes obtaining a level one fingerpoint clearance card and be at least 18.

A family member, friend or DSP provided Endeavor will be able to provide Attendant Care, Habilitation or Respite while a parent or guardian will be able to provide Attendant Care and Habilitation.

I have DDD services. What else should I know?

Is it possible to switch agencies?

Yes. Work with your Support Coordinator to switch agencies.

Is it possible for services and hours to change?

Yes. By working with your Support Coordinator and as things change for you or your dependant, services and hours can be updated but is not guaranteed.

What are some education and training opportunities?

Endeavor provides in house training for CPR/First Aid as well as Article 9. Check out our training calendar here.

What certifications do I need as a parent provider or Direct Support Professional?

What is EVV and why is it important?

Electronic Visit Verification (EVV) is a technology-based system used to verify that services provided by Direct Support Professionals (DSPs) are actually delivered to the people who need them. It typically records six key data points: the type of service, the individual receiving the service, the date, the location, the person providing the service, and the precise start and end times.
